On The Right Of War

Le vicende ultime sia dell’attacco USA al Venezuela, con il rapimento di Maduro portato in catene in Tribunale a New York, che quella dei nove attivisti e dirigenti delle Comunità Palestinesi in Italia arrestati per presunti legami con Hamas, sono gli aspetti più macroscopici dell’affermarsi di “un diritto di guerra”. 

Premettiamo che non ci interessa qui entrare in un giudizio politico nè sul cosiddetto “socialismo bolivariano”, nè sulle organizzazioni della cosidetta “resistenza palestinese”. Come comunisti internazionalisti ci siamo espressi tantissime volte in merito e in particolare sulle questioni della guerra in Palestina. Oggetto di questa nostra riflessione sono invece quegli elementi che – legandosi allo sviluppo dei processi di crisi e di guerra – a partire da situazioni specifiche vanno ben oltre le stesse, per assumere un valore generale. 

Riteniamo infatti che a partire da questi terreni stia andando cristallizzandosi un “diritto di guerra”. “Diritto” che si impone con la forza e che ha l’unico fine di sostenere gli interessi e le azioni dei paesi imperialisti nella competizione internazionale – competizione sempre più accesa dentro la crisi di valorizzazione. Crisi di valorizzazione che, a sua volta, è la causa strutturale da cui scaturiscono guerre, colpi di mano, massacri e misure autoritarie all’interno dei vari paesi.

Tutti gli episodi che stanno accadendo in questi giorni, in generale, nelle contese fra potenze imperialiste, non sono una novità. Tuttavia oggi  trovano il loro significato specifico in una fase storica gravida del maturare della guerra imperialista in ogni angolo del mondo. Questi fatti stanno segnando la progressiva  archiviazione del vecchio assetto di “regole e diritti” uscito dalla seconda Guerra mondiale, sia a livello dei rapporti internazionali, che degli assetti normativi, legislativi e degli strumenti che ogni paese fa proprio sul terreno sociale e più in generale nei rapporti fra le classi.

Una nuova era si schiude: è quella della guerra imperialista

Partendo da questa dimensione, per soffermarci in particolare sulla vicenda dei nove dirigenti palestinesi arrestati, si possono a nostro avviso focalizzare alcuni dati emersi  dalla vicenda. Come detto poc’anzi, anche in questo caso non siamo di fronte ad una novità assoluta. La caccia a militanti di diversa origine e provenienza ha una sua storia ricca di eventi. Inoltre vasta e profonda è l’attrezzatura che gli Stati imperialisti si sono dati nel tempo, a secondo delle congiunture politiche e delle loro necessità, per contrastare qualsiasi tipo di fenomeno che si ritenesse perturbativo dell’ordine sociale esistente, Fosse esso al proprio interno o relativo alla propria collocazione ed interessi in campo internazionale. 

Si tratta di un processo di lunghissima data, che si è stabilizzato nelle varie legislazioni repressive e relative strutture interne ed internazionali. In particolare, i conflitti che hanno segnato il post-guerra fredda hanno posto nuovi problemi su questo terreno. Via, via si è andata a strutturare una “logica di guerra” che ha subito un salto in avanti in particolare all’indomani dell’apertura della “guerra al terrore” da parte dell’amministrazione Usa, dopo le Torri Gemelle e la successiva invasione dell’Afghanistan (2001) e la  seconda guerra d’Iraq (2003). 

Oggi la guerra in medio-oriente e le vicende palestinesi segnano un ulteriore salto in avanti di questo processo. L’identificazione del “combattente nemico” con un intero popolo risponde agli obiettivi e alle forme assunte dalla guerra contemporanea stessa. La scelta del massacro su larga scala del popolo palestinese matura dentro la necessità di affermare un nuovo ordine imperialista. Questo necessita di fondarsi attraverso la rimozione, una volta per tutte, dei fattori di instabilità della regione: la questione palestinese, assieme ed in parallelo agli alleati regionali di Russia e Cina, vanno cancellati o ridotti all’impotenza (vedi Assad e Iran, tra gli altri). 

La vicenda della guerra in Palestina non è che una concretizzazione delle tappe della guerra imperialista, come espressione violenta e obbligata dello scontro tra potenze imperialiste. Ciò fa sì che   il “diritto internazionale”, ma  anche quello dei semplici “diritti umani”, vengano gettati nella spazzatura. Ciò che conta sono solo gli interessi delle potenze imperialiste. La guerra imperialista è levatrice di un nuovo ordine infernale fondato sul sangue.

Di questi passaggi tutti i paesi imperialisti sono partecipi. Se il diretto bombardamento USA all’Iran ha chiarito la vera posta in gioco sulla natura della guerra nei rapporti di forza fra potenze imperialiste, sul piano della natura della guerra e cosa comporta verso i popoli, più chiaro ancora fu a suo tempo il Cancelliere tedesco Merz: “Israele fa il lavoro sporco per tutti noi”.

Ogni Cancelleria, ogni Stato, ogni governo sa benissimo cosa comportano per le classi proletarie le loro avventure di guerra. Questa consapevolezza si accompagna a quella dei propri interessi imperialisti nella competizione mondiale

Quindi non bisogna prendere lucciole per lanterne. Non siamo, come alcuni affermano, alla subordinazione delle politiche statali dei diversi paesi europei, agli interessi israeliani. Ma ad un rapporto di relazione strutturale di tipo imperialista in cui ogni singolo paese cerca di ritagliare il proprio ruolo e i propri interessi specifici, misurandosi con il mutare della situazione che il quadro di guerra di volta in volta apre. 

La guerra in Palestina ha in questo senso solo aperto il “Vaso di Pandora”. Questo è ciò che ci riserba il futuro dello scontro tra potenze imperialiste. La guerra è l’orizzonte prossimo venturo in cui vogliono incatenare il destino di miliardi di persone. Tutti gli stati imperialisti sono partecipi a questo processo ed è da questa spinta che matura il “diritto di guerra”. Un prodotto dei tempi, l’espressione sul terreno giuridico-formale delle esigenze degli Stati di sostenere i propri interessi nel maturare della guerra imperialista stessa. 

Il fatto che queste politiche, pur in forme e modalità diverse, siano presenti, oggi contro esponenti palestinesi o contro il movimento di sostegno e solidarietà internazionale contro la guerra in palestina e contro lo sterminio – in molteplici paesi europei – va a configurarsi come uno dei passaggi concreti su cui si materializza questo approccio generale. 

Come nella vecchia metafora maoista del “bastona il cane che affoga” si deve estirpare una “rappresentanza” dei palestinesi che sulla base delle risultanze di guerra e dei progetti ed interessi imperialisti non ha più diritto di presenza, attività e voce. D’altra parte si deve ricondurre il movimento di sostegno ad una condizione di pacificazione forzosa che non incida sul quadro di “pace sociale” complessiva, come invece pericolosamente avvenuto tra fine settembre e inizio ottobre 2025.

Ma, appunto, al di là del problema contingente (la “questione palestinese”),  “forma e sostanza” di questi processi in realtà si vanno a strutturare contro ogni espressione conflittuale che si pone apertamente  contro la ristrutturazione sempre più feroce degli Stati, in funzione del profitto e della partecipazione agli eventi della guerra. 

Per questo affermiamo che se il maturare della guerra imperialista è il filo a piombo su cui leggere gli eventi, fuori dalle determinazioni particolari e nazionalistiche, solo la condizione proletaria dentro la guerra è il nostro punto di riferimento per lottare contro la guerra stessa. 

Altra strada non c’è.

Reagire e lottare contro la guerra, contro ogni tipo di imperialismo, diversamente colorato, è un imperativo materiale perché, come abbiamo visto, la guerra fagocita tutto. Anche le illusioni sul “diritto internazionale” ed “i diritti umani”. Sacrifici, economia di guerra, guerra e distruzione sono la vera e sola prospettiva che ci riserva questo sistema. 

Questo è il filo a piombo rispetto cui si gioca la possibilità di costruire un’alternativa al sistema che produce queste mostruosità.

On The Right Of War

The recent events surrounding both the US attack on Venezuela, with the kidnapping of Maduro and his being brought in chains before a court in New York, and the arrest in Italy of nine activists and leaders of the Palestinian Communities for alleged links with Hamas, represent the most blatant manifestations of the emergence of a “right of war”.

Let us first clarify that we are not interested here in expressing a political judgement either on so-called “Bolivarian socialism” or on the organizations of the so-called “Palestinian resistance”. As internationalist communists, we have expressed ourselves many times on these issues, particularly on the war in Palestine. The object of this reflection is instead those elements which – in connection with the development of crisis and war – starting from specific situations go far beyond them, assuming a general significance.

We believe that on these grounds a “right of war” is taking shape. A “right” imposed by force, whose sole purpose is to support the interests and actions of imperialist countries in international competition – a competition that is becoming increasingly intense within the crisis of valorization. This crisis of valorization is itself the structural cause from which wars, coups, massacres and authoritarian measures within individual countries arise.

All the episodes occurring in recent days, generally within the disputes among imperialist powers, are not in themselves new. However, today they acquire a specific meaning within a historical phase pregnant with the maturation of imperialist war in every corner of the world. These facts mark the progressive dismantling of the old system of “rules and rights” that emerged from the Second World War, both at the level of international relations and in the normative, legislative and coercive frameworks adopted by each country in the social sphere and, more broadly, in relations between classes.

A new era is opening: the era of imperialist war.

Starting from this perspective, and focusing in particular on the case of the nine Palestinian leaders arrested in Italy, several elements emerge. As already noted, this is not an absolute novelty. The hunt for militants of different origins has a long history. Moreover, imperialist states have long equipped themselves – according to political conjunctures and needs – with extensive apparatuses to counter any phenomenon deemed disruptive of the existing social order, whether internally or in relation to their international positioning and interests.

This is a long-term process, stabilized within repressive legislations and their corresponding domestic and international structures. In particular, the conflicts of the post-Cold War period posed new challenges in this regard. Gradually, a “logic of war” took shape, which made a qualitative leap especially after the launch of the “war on terror” by the US administration following the attacks on the Twin Towers and the subsequent invasion of Afghanistan (2001) and the second war in Iraq (2003).

Today, the war in the Middle East and the Palestinian events mark a further leap forward in this process. The identification of the “enemy combatant” with an entire people corresponds to the objectives and forms assumed by contemporary warfare itself. The choice of large-scale massacre of the Palestinian people develops from the need to impose a new imperialist order. This order requires the definitive removal of factors of instability in the region: the Palestinian question, together and in parallel with the regional allies of Russia and China, must be eliminated or reduced to impotence (as in the cases of Assad and Iran, among others).

The war in Palestine is nothing other than a concrete manifestation of the stages of imperialist war, as the violent and compulsory expression of the clash between imperialist powers. This makes both “international law” and even basic “human rights” disposable. What matters are only the interests of imperialist powers. Imperialist war is the midwife of a new infernal order founded on blood.

All imperialist countries are complicit in these processes. If the direct US bombing of Iran clarified the real stakes of the war in the balance of forces among imperialist powers, the nature of war and its consequences for peoples were already made explicit by the German Chancellor Merz when he stated: “Israel is doing the dirty work for all of us.”

Every Chancellery, every state, every government is fully aware of what their war adventures mean for the proletarian classes. This awareness goes hand in hand with the consciousness of their own imperialist interests in global competition.

Therefore, we must not be misled. We are not witnessing, as some claim, the subordination of European state policies to Israeli interests. Rather, we are dealing with a structural imperialist relationship in which each country seeks to carve out its own role and specific interests, measuring itself against the changing conditions opened up by the evolving war scenario.

In this sense, the war in Palestine has merely opened Pandora’s box. This is what the future of the clash between imperialist powers holds. War is the imminent horizon to which they seek to chain the fate of billions of people. All imperialist states are participants in this process, and it is from this impulse that the “right of war” takes shape: a product of the times, the juridical-formal expression of the need of states to defend their interests in the maturation of imperialist war itself.

The fact that these policies – albeit in different forms and modalities – are today directed against Palestinian representatives or against the international solidarity movement opposing the war in Palestine and the extermination of its people, across multiple European countries, constitutes one of the concrete moments in which this general approach materializes.

As in the old Maoist metaphor of “beating the dog that is drowning”, a Palestinian “representation” must be eradicated, deemed to have no longer any right to presence, activity or voice on the basis of the outcomes of war and imperialist projects and interests. At the same time, the solidarity movement must be forced back into a condition of pacification that does not disrupt the overall framework of “social peace”, as dangerously occurred between late September and early October 2025.

Beyond the contingent issue (the “Palestinian question”), however, the “form and substance” of these processes are in fact being structured against every expression of conflict that openly opposes the increasingly ferocious restructuring of states in function of profit and participation in war.

For this reason, we affirm that if the maturation of imperialist war is the plumb line through which events must be read, beyond particular and national determinations, only the proletarian condition within war can be our point of reference in the struggle against war itself.

There is no other path.

To react and to fight against war, against every form of imperialism regardless of its color, is a material imperative because, as we have seen, war devours everything – including illusions about “international law” and “human rights”. Sacrifices, war economy, war and destruction are the true and sole perspective offered by this system.

This is the plumb line along which the possibility of building an alternative to the system that produces these monstrosities is played.
